Valga Municipality is seeking to recruit a Youth Welfare Specialist (0.5 posts) for a fixed-term appointment in the Social Work Service to implement the Youth Guarantee Support System (NGTS) in Valga Municipality.
Job duties:
Implementation of the NGTS case management and cross-sectoral cooperation model for support and services for young people in NEET* situations;
identifying and assessing the needs of children and young people;
helping children, young people and families to apply for appropriate services, referring them to services and matching them with the service provider, supporting young people's self-development and long-term goals;
mapping of opportunities for supporting young people in the region and needs-based cooperation in the areas that concern young people (education, youth work, social services, medicine, justice, employment, etc.) and with the institutions in these areas (e.g. schools, youth centres, leisure centres, family centres, family medical centres, unemployment offices, public prosecutor's offices, social service providers, etc.);
planning and implementation of prevention, information and support activities, organisation of information days and training, impact assessment and communication activities;
the use of the Social Services and Support Data Register (STAR) to ensure consistent documentation of case management outcomes;
Proposing improvements to the network case management model.
Expectations of the candidate:
higher education (or higher education in progress);
at least one year of experience working with a target group;
knowledge of social and labour legislation;
computer skills at least at the level of a standard user;
experience in using social networking channels for young people;
Russian language skills at communication level;
listening, communication and self-expression skills;
empathy, conscientiousness and correctness;
complying with legal requirements for the processing of personal data.
